Rubbish being dumped on street and making my fence fall

The problem has been ongoing it has been cleared once and now it’s worse, the rubbish being dumped has now been so bad my garden fence is falling down because it’s too much. I am scared if it falls over I would be infected with rats and everything crawling because it is a dump . This is at the end of marathon way. SE28
