Lying surface water

This has been a big puddle of rain water since August. Has been reported many times but no one came to sort it out. Now stagnant water. Residents normally get fed up with it and sort themselves as no one else does but can no longer do that as it's too bad. There is a drain in the middle but can no longer see it through all the black skanky water
