Concrete Traffic Boulder Ineffective

One of the concrete blocks that were supposedly placed around Crossways Park to prevent unauthorised vehicle access is not actually blocking the access from under the flyover. I'm not sure if it has been moved but there are often mopeds racing around the footpaths of the park so these traffic boulders have been ineffectual. The one pictured has also been graffitied.
